What is counted? Business Applications (BA) are a filtered subset of EIN applications recorded through Form SS-4. This snapshot counts applications, not approvals, sales or foreign-owned LLCs. It does not measure IRS processing time or your activity.

Wyoming: a labeled case, not your inferred location

Wyoming is an explicit example. The series’ geography is assigned in Census administrative data; it is not a count of Wyoming LLC formation certificates. A registered-agent address or our operator’s address does not establish your principal business location. We do not infer a county, owner residence or nationality from either address or from the language you read.

Interpretation: 8,044 is an application count within the BA universe. It has no population denominator. A larger monthly count does not establish a longer or shorter IRS queue, and the year-on-year change does not forecast a particular applicant’s result.

One period and one adjustment across U.S. regions

Every row below uses September 2026, BA_BA, total all NAICS, not seasonally adjusted (NSA). The comparison month is September 2025 from the same October 14 release. Using the same month reduces seasonal mismatch; these figures remain unadjusted and do not isolate causes.

The U.S. total covers the 50 states and District of Columbia. Puerto Rico and Island Areas are excluded from these national and regional totals. The four regions sum to the U.S. count. Wyoming is already part of West; do not add it again.

Denominators: year-on-year change = (this geography’s Sep 2026 BA ÷ its Sep 2025 BA − 1) × 100. U.S. share = this geography’s Sep 2026 BA ÷ 582,530 U.S. Sep 2026 BA × 100. Neither is a success rate, a per-capita business-creation rate or a share of all IRS EIN applications.

Where is the foreign owner in these statistics?

An owner-country EIN series is not established by the sources reviewed. A missing statistic is unknown, not zero. There is no worldwide EIN total or country ranking in this snapshot.

A U.S.-organized LLC and its owner’s country of residence are different geographic facts. BFS excludes applications outside its covered territories and applications without qualifying state-county geocodes. Its U.S. geography is not a foreign-owner residence breakdown, so it cannot establish how many owners in your country applied or received an EIN.

Two international IRS sources were checked on November 4:

Practical consequence: do not choose an EIN route, budget for an approval deadline or conclude that you need a second EIN from an owner-country ranking. Use the entity’s facts and the current IRS instructions. Your country of residence and the place from which you send a document must be established from your actual records. World business-registration indicators would measure another event and are not substituted for EIN statistics here.

A separate international registration comparison

The World Bank records a different event: new private companies with limited liability. Our 2024 business registration comparison shows counts, working-age population and density for seven examples, with a defined 114-economy reference and downloads. It offers context on formal business creation; it does not fill the unknown owner-country EIN series above.

A short check before acting on a volume claim

  1. Ask what the number counts. Record the series, geography, observation month, release date and adjustment. “Wyoming EIN approvals” is not a valid label for the BA count above.
  2. Check the proposed decision. These data cannot establish the LLC’s need for an EIN, its proper SS-4 route or its expected IRS response date. Ask for evidence about that exact question.
  3. Keep your records distinct. Establish any prior EIN, the real application purpose, actual addresses and sending location. Preserve submission evidence rather than filing again because of a trend.

Fictional example: “Wyoming volume means a faster EIN”

Example LLC is organized in Wyoming. A provider quotes this month’s application count as evidence of faster approval. Its owner lives elsewhere.

The BA statistic supports the application-volume statement only. It contains no approval outcome or turnaround-time field. The owner keeps the actual LLC facts, prior-EIN check and submission evidence in a separate file. No conclusion about a provider’s speed or the owner’s country follows.

Sources, exclusions and updates

Source and release
U.S. Census Bureau, Business Formation Statistics; Time Series / Trend Charts; release October 14, 2026. Official file timestamp: October 14, 2026, 09:02:33 EDT. Retrieved November 4, 2026.
Series and unit
BA_BA, category TOTAL, NSA. Whole applications in the filtered BA universe. The 13-month extract covers September 2025–September 2026 for Wyoming, the U.S. and four Census regions.
What BA excludes
Tax liens, estates, trusts, certain financial filings, applications without qualifying state-county geocodes or outside covered territories, certain agriculture/public-administration applications and certain other industries. See the complete Census methodology. BA is not all EIN applications.
Uncertainty
Administrative statistics are not subject to sampling error, but can have non-sampling error and revisions. This is a dated snapshot. BF duration measures time to employer formation/first payroll liability, not EIN processing time; that series is not used here.
Reproduce
Official full-release ZIP; the downloadable JSON records the pinned ZIP and source-CSV SHA-256 hashes. Upstream downloads can later change. Counts are stored without changing precision.
Update policy
Review after each monthly Census release using its release schedule. Replace all comparison rows from the same vintage, check revisions and update observation/review dates together. This page does not refresh automatically. Recheck international coverage when IRS publishes a new applicable study; keep it unknown until its universe fits.
